In News 

• Recently, the Union Rural Development Secretary chaired a webinar promoting ‘Captive Employer’ initiative under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY). 

About ‘Captive Employer’

• It is a scheme under DDU-GKY which is a nationwide placement-linked skill training program funded by the Ministry of Rural Development (MoRD).
• A Captive Employer is any employer or industry who provides employment to candidates in their own organisation or one of its subsidiaries and has suitable in-house training facilities. 
  • Placements provided by captive employers are called captive placements.
• It  is a first of its kind initiative aimed at addressing the vision of a dynamic and demand-based skilling ecosystem catering to the requirements of industry partners ensuring sustainable placements for rural poor youth.

About DDU-GKY

• It was launched on 25 September, 2014.
• It  is a nationwide placement-linked skill training program funded by the Ministry of Rural Development (MoRD).
• It is a part National Rural Livelihood Mission uniquely aimed at rural poor youth between 15 and 35 years of age,with the purpose to create income diversity in poor families and help rural youth realise their career aspirations.
• It mandates one-third of the total candidates being trained under the scheme to be women. 
  • The upper age limit for women candidates is 45 years.
• The programme has an outcome led design with guaranteed placements for at least 70% trained candidates and is moving towards minimum mandatory certification.
• DDU-GKY is already being implemented in 27 states and 3 UTs for rural poor youth with an emphasis on placements.  
• Aims 
  • Aims to skill rural youth who are poor and provide them with jobs having regular monthly wages or above the minimum wages.
